Waqar I. Siddiqui is the Chief Executive & Managing Director of Shell Pakistan Limited (SPL).
Waqar joined SPL in 2001 and has since held several roles locally and internationally at senior leadership positions. In his 24+ years of oil downstream experience, he has successfully guided Shell companies through organizational change, strategy development, mergers and acquisitions and achieving consistent performance delivery. His last role before returning to Pakistan was Managing Director of Shell Downstream Retail in PT Shell Indonesia. Waqar has been a Director on the Board of SPL since 2019.
Waqar is an internationally experienced board level executive with sustained record of business transformation achievement for Shell and other oil majors. He has a solid track record of exemplary stakeholder management experience; recognized as a trusted advisor to government regulator and is regularly consulted on high level business and sustainable development programs.
He holds BS degree in Chemical Engineering and MBA in Marketing. In addition, he holds academic and professional accreditations from Harvard Business School and University of British Columbia.

Mr. M. Adil Khattak, Chief Executive Officer of Attock Refinery Limited (ARL) since 2005 has been associated with The Attock Oil Group for the last 45 years. Mr. Khattak has extensive experience in engineering, maintenance, human resource management, project management and marketing.
Mr. Khattak also holds the position of Chief Executive Officer of Attock Gen Limited (AGL), Attock Hospital Limited (AHL) and National Cleaner Production Centre (NCPC). He is alternate Director, Attock Petroleum Limited and Director, Petroleum Institute of Pakistan (PIP). He is also a Member on the Boards of Governors of Lahore University of Management Sciences (LUMS), Ghulam Ishaq Khan Institute of Engineering Sciences and Technology (GIKI) and Sustainable Development Policy Institute (SDPI). Mr. Khattak is President of Attock Sahara Foundation (ASF) an NGO, working for the poor and needy people of Morgah and its surrounding areas.
Mr. Khattak holds a master’s degree in engineering from Texas Tech University, USA and has attended many technical, financial and management programs in institutions of international repute in Pakistan, USA, Europe and Japan.
Dr. Syed Nazir Abbas Zaidi holds an engineering degree from NED University in 1980. He completed Masters and PhD in Material Science from University of Sheffield, England.
He has 12 years’ experience of heavy mechanical industries of Pakistan including Pakistan Steels and Saindak Copper-Gold Project. In 1995 he joined Pakistan State Oil as Technical Manager and worked in Lubricant, Operations, Supply, Logistics, Chemicals and Training Department and retired from PSO as Director Supply Chain.
He has also served as Secretary General OCAC between 2008-09 on secondment from PSO. After retirement from PSO he joined Hamdard University as Faculty teaching Masters/PhD students as well as MBA.
Ms. Aisha joined OCAC in December 2021. She has an experience of more than two decades (14 years in the Downstream sector). She has experience in areas of project management, supply chain, training, retail management and sales & marketing.
Faisal Khalil joined Oil Companies Advisory Council as Secretary with effect from March 2022. Faisal has accumulated more than 20 years’ experience in the Downstream Oil Industry of Pakistan and has served in various roles in Government Relations, Supply and Finance. Prior to joining OCAC, he worked for Puma Energy Pakistan from 2019-2022 and for Pakistan State Oil from 2001-2019.
Mohsin Mehboob is a downstream Oil Industry Professional and has over 10 years of diverse experience in, Supply, Crude & Product Procurement, Sales and Finance. Mohsin is working in OCAC as Assistant Secretary (IFEM Convener) since September 2019. Prior to joining OCAC he had worked in BYCO Petroleum for over 7 years in various roles related to Finance, Supply, and Crude / Product Procurement. Mohsin is a graduate in Business Finance Management from University of Southampton University (UK). Mohsin also holds an MBA in Finance from University of Wales Cardiff (United Kingdom).
Ms. Ishrat has been working with OCAC since 1993 as an Analyst. She manages and analyzes the data of the Downstream Petroleum Industry to reflect the energy demand of the country as well as inference of statistics. She plays an integral role in development and management of OCAC Pakistan Oil Report which provides comprehensive details regarding Industry Storage Infrastructure, Oil Movement, POL production and Sales/Consumption data. Ms. Ishrat holds a bachelor’s degree in Arts from Karachi University.
Ms. Marrium Shah has been associated with OCAC for the last 7 years. She joined OCAC in 2014 and her role as an Analyst entails data collation, organization, reporting, and analysis of the Downstream Oil Industry’s Stock and Sales position on a day-to-day basis. Ms. Shah has also served as an Associate Business Analyst at SS&C Primatics and contributed to the data validation process in the testing of online accounting solutions for a foreign-based Financial Institution.
Marrium has a Master’s Degree in Finance & Risk Management from the Institute of Business Management, Pakistan.
Mr. Usman has worked in Pakistan’s second largest Integrated Steel Mill “ASG Metals Limited” as a Project engineer and has looked after the commercial side of Project with special focus on Contract Management including local and foreign vendors. He has been associated with OCAC since 2016 and working to address the collective matters related to Supply Chain, Finance and Taxes of Downstream Petroleum Industry with relevant Governmental Authorities. Usman has done Metallurgical Engineering from NED University with post graduate qualification in Marketing, Supply chain Management and Finance from Anglia Ruskin university (UK).
Accounts & IT Executive
Mr. Sohail has been working for Oil Companies Advisory Council since 2015, managing IT, accounts and administrative activities. Prior to the current role, he served ABM Data Systems from 2002 to 2014. He holds a Master’s degree in Commerce from the Sindh University of Jamshoro.
Mr. Aslam has 25 years of experience in the energy sector. He has worked as Consultant Government Affairs in Infrastructure Capital Group (ICG) USA, developer of 135 MW Liberty Power project in Pakistan. He was responsible for managing Government Relations (with Ministry of Petroleum and associated departments) for various matters. Mr. Aslam has been associated with OCAC since 2016.
